The government have confirmed that they will establish an independent regulator for English football, after it was recommended to do so in the wake of a fan-led review. They will have the power to sanction clubs that breach financial rules as well as others.
A new owners’ test will be part of the reforms and legislation will also be introduced that will give fans a bigger platform to have their say on how the game is run. The changes are the result of a review that was conducted last year and made 10 recommendations as to how the government could improve football governance.
The review which was chaired by former sports minister Tracey Crouch followed a plethora of controversial issues that threatened the fabric of the sport; such as the European Super League and the collapse of Bury FC. As yet there isn’t a timeline in place for when the changes will be implemented, but the government did reveal that a white paper which details the proposal for future laws will be published in the summer.

The regulator will have the power to dish out punishments and have financial oversight of clubs enabling them to investigate/gather information. It will also introduce the ‘enhanced owners’ and directors’ test which will be used instead of the current checks issued by the Premier League, Football League and Football Association.
