A man given a 'warning shot' by police was caught by the same officer weeks later. Charles Harris, 22, was stopped by an officer who informed him nitrous oxide was illegal.
Weeks later the same officer saw Harris again, and discovered a stash of cannisters and balloons in his car. Since he was arrested, nitrous oxide has now been made a class C drug.
Government documents said the change came following 'particularly concerning rates of use by school age children and young adults' and 'anecdotal reports of an increase in social harms such as drug driving and littering of discarded canisters'. Manchester Crown Court heard that Harris was initially stopped by the officer on July 9, 2022, who informed him that nitrous oxide was illegal.

When the same officer saw him again in his Kia at about 2am on September 19 that year, he searched the vehicle. Police seized a total of 12 cannisters from his car and home, as well as numerous balloons. When arrested, Harris told officers that they were for his own personal use, prosecutor Jane Dagnall told the court.
Harris, of Mossack Avenue, Wythenshawe, pleaded guilty to possessing a psychoactive substance with intent to supply. His barrister Alex Beevers said that Harris, who has no previous convictions, had become addicted to using nitrous oxide, and that he had begun selling it to fund his habit.
Mr Beevers said Harris 'deeply regrets' his behaviour and added that he had been 'extremely candid' with the probation service. He said 'hard working' Harris, who is an apprentice, had not committed any further offences.
