Work to fix unsafe quarry where huge rocks and boulders ‘fall from height’ was meant to be done by 2021 – but firm says it needs another TEN YEARS

A firm is asking for a further ten years to complete work on an unsafe quarry face which they originally said would be completed by 2021. Armstrongs Group operate Montcliffe Quarry, close to the West Pennine Moors and Rivington Pike, near Horwich.
Bolton Council’s planning committee will be asked this week to increase the period of time for stabilisation works at an unsafe part of the quarry by 10.5 years. The council has received 33 objections to the plans, many saying extending operations for a further 10.5 years is excessive and not justified.
In February 2015, re-profiling and stabilisation work to the north eastern face of Montcliffe Quarry was approved after an independent inspection found the face was unsafe. They said a number of loose rocks and boulders regularly fell from height into the base of the quarry.
To rectify this Armstrongs said they would re-profile the face by creating a series of five 14 to 15 metre high benches, with a two metre rock-trap facility designed to prevent loose or falling rocks passing over the edge of the benches. The end-date given by the applicant was February, 20, 2021, a deadline which passed two-and-half years ago.
A report to councillors, who will decide on the deadline extension on Thursday August 17, said: “The quarry operator has commenced the reprofiling works, however they have stated that there have been significant issues withworking the face that has hindered the operations and have meant that they have been unable to complete the works prior to the application expiring.
