Labour cannot commit to giving local councils more cash despite more than a decade of town halls being under-funded, a party frontbencher has said. Sarah Owen, who is the shadow minister for local government, told Labour councillors at the party's conference in Liverpool today (October 9) that they have to be 'realistic' about funding.
It comes as councils across the country are facing huge cost pressures with an estimated funding gap of almost £3bn over the next two years. In Manchester, the financial shortfall is forecast to reach £108m in three years' time.
Manchester council leader Bev Craig, who was speaking at the same fringe event at the Labour Party conference, said that conversations about funding with her party have been 'encouraging'. She referred to recent comments by deputy leader Angela Rayner - who is the MP for Ashton-under-Lyne - about funding councils on the basis of need.

However, when asked by the Manchester Evening News what Labour would do to address financial difficulties in councils like the one Coun Craig runs, Ms Owen said the party does not want to talk about extra funding. She said: "I've had people - quite rightly - they will lobby me for extra funding for local government for their areas.
"But actually that's not the kind of conversation that we have or we want to have. This is about how we do this together.
"This is about those shared priorities and the need. It is the housing - that's why it's front and centre, you saw that in Angela [Rayner]'s speech yesterday.
