This week Ashley told how she felt "left in the dark" by authorities after Police Scotland confirmed they weren't investigating as the incident was "not a police matter."
We can reveal that the Health and Safety Executive have also pulled back from any investigation, despite making "initial enquiries."
It comes after South Ayrshire Council distanced themselves from any probe as they urged the ride operator to contact Ashley and daughter Millie.
The local authority - the Ayr Show organisers - said they believed any investigation would be carried out by the HSE. But the HSE say they won't be pursuing the case which they say does not meet their selection criteria.
An HSE spokesperson said: “After making initial enquiries into this incident, we have decided against opening an investigation as it does not meet our incident selection criteria.
"We will of course review that decision if new evidence comes to light."
Council chiefs have since responded stating that it solely up to HSE to investigate the incident, which they previously admitted was "deeply distressing."
In response to this, a council spokesperson said: “The decision on whether or not to investigate this matter is for the Health and Safety Executive alone.”
