Plans to ‘cram’ 11 new homes into ‘every square inch’ of a vacant former bank have been criticised by councillors. Manchester-based Lower Estates Ltd wants to convert the old Barclays branch, in Edgeley, Stockport, into an HMO, or ‘house in multiple occupation’.
Proposals for the Castle Street property include 11 bedrooms with en suite bathrooms, a kitchen and a laundry - while the basement could potentially be converted for recreational use, such as a cinema or games room. An officer’s report says the room sizes comply with the council’s standards and would provide future occupants with a ‘satisfactory standard of living’.
But members of the authority’s Central Area Committee expressed serious concerns over the scheme when they met to discuss the proposals.READ MORE: The affordable flats that could ‘disappear’ from a major town centre development
Coun Matt Wynne was among those to voice his reservations. Although he was aware there was ‘fallback position’ for a five-bed HMO - he said it was ‘the other six that have been crammed into near enough every square inch of these premises’ that gave him cause for concern.
The Edgeley councillor was also worried the space available could have a ‘negative effect’ on future occupants’ quality of life. And while he accepted that tenants would have en-suite bathrooms, he said it looked like they would have to ‘draw lots if they want to cook anything’.
“Sixteen square metres for a minimum of 11 tenants, they’re going to need a raffle to see who goes first,” he said. “It’s not a lot of space at all.”
Fellow Edgeley councillor Georgia Lynott also said it was difficult to imagine 11 people - possibly more - using the same kitchen area.“Having to share that one kitchen space, it just

Controversial plans to convert a former bank into 11 bedsits have ‘reluctantly’ been passed by councillors, despite concerns about overcrowding. Proposals for the old Barclays branch, in Edgeley, were approved by Stockport council’s planning committee after members were told the scheme complied with the authority’s housing standards. It means Manchester-based Lower Estates Ltd now has permission to turn the old Castle Street branch - vacant since 2014 - into an 11 bed ‘house in multiple occupation’, or 'HMO'. The scheme - including a kitchen, laundry and basement that could be converted into a games room - was referred to the planning committee after local councillors raised concerns over bedsits being ‘crammed’ into the building. But while members shared many of the same reservations, it was ultimately passed on the casting vote of chair Coun Steve Gribbon. Coun Gribbon told the meeting: “I don’t like this - I think it’s ‘sardines’, it really is - but I can’t see a viable, clear reason to do so [refuse].READ MORE: Go ahead for dozens of ‘affordable’ new flats to be built on old town centre car wash site
