Scots cop sent video of manhood to woman he was sexually harassing

A police officer sexually harassed two women and sent one a video of a penis.
William McQuillan abused his position to target his victims, a court heard.
The 24-year-old was warned on Thursday he faced jail if he breached a five-year internet ban imposed by a sheriff.
McQuillan pleaded guilty at Stranraer Sheriff Court to repeatedly stroking a woman’s thigh in the back of a car and attempting to force her to touch his private parts.
The incident happened inside a vehicle on a road near the town on July 25, 2021. He later sent the woman filthy texts and images causing her alarm and distress.
The police constable also admitted using a social media platform between June 1 and June 30, 2019, to send an offensive video of an erect penis to another woman.
McQuillan admitted he had used his position as a Police Scotland officer “to his advantage”.
The court heard he knew both the women but had mistaken signs of friendship for attraction.
His solicitor said that McQuillan accepted he “made more of the situation than he should” and “completely acknowledges he got it wrong” adding “he is highly embarrassed and this has impacted on him since his arrest and conviction”.
A report from social services into the accused’s character noted that he lacked insight and understanding of how to behave when forming relationships with women.
McQuillan resigned from Police Scotland last year.
Sheriff Dianne Turner told him: “On balance, the wider public interest is better served with a community-based disposal rather than custody.”
She banned McQuillan from all apps, social media platforms, even through a third party, and communicating via a mobile phone or accessing the internet for a period of five years.
