A prisoner's controversial jail sentence 'may have played some part' in his death, a watchdog ruled.
John Winchcole received an indeterminate sentence for public protection (IPP) in 2008. The controversial sentences were introduced in 2005 and were intended for criminals considered 'dangerous' and persistent, but whose offences did not merit a life sentence.
Although they were scrapped in 2012, they have left a legacy of prisoners who - even when they have stayed out of trouble for years - can be recalled to jail. Mr Winchcole had been released from jail on license when he was recalled in April 2018.
He returned to HMP Forest Bank in Salford after being suspected of committing further offences. The 36-year-old was found unresponsive in his cell as an officer unlocked his door on September 10, 2018.
As reported in the Manchester Evening News, a post-mortem examination found he died as a result of suicide. Less than a month earlier, the Parole Board told him he was staying behind bars.
A watchdog report said Mr Winchcole 'did not have any idea how long he might remain in prison' Following an inquest into his death at Bolon Coroners' Court, a report was published by the Prisons and Probation Ombudsman (PPO).
It said Mr Winchole received the IPP sentence in 2008 for 'various offences including robbery, aggravated burglary and driving offences'. It meant he was required to remain in prison until the Parole Board was satisfied that he no longer posed a threat to the public.
He was released on licence in July 2017, however, his licence was revoked in April, the PPO said. He was arrested on May 25 and taken to HMP Forest Bank the following day.
The inquest heard Mr Winchcole had previously had suicidal thoughts when he was a teenager.
