Inspectors have rated adult cares services in Bolton which provide rehabilitation for people in their own homes as ‘good’ in all areas. Bolton Council’s adult social care home support reablement service has been awarded the positive rating by the Care Quality Commission (CQC).
The recent inspection reaffirms a good rating awarded in 2017. Council leaders said the rating was achieved under ‘extremely difficult circumstances’ and called for the government to deliver on promises about social care
reform ‘as a matter of urgency’.
Bolton Council said high standards had been achieved against a backdrop of the pandemic, rising costs, an ageing population and limited government funding. The inspection said the service is safe, effective, caring, responsive, and well-led.

Inspectors found that procedures were well managed around risk prevention and infection control, administering medications health and nutrition needs, promoting individual’s rights and communication needs. The authority said the rating is also testament to the quality of commissioned providers offering information, advice and guidance, adaptive equipment, care and carer assessments, short-term reablement, and care and nursing home beds.
The result endorses ‘Bolton’s Living Well at Home’ vision, supporting the belief that everyone wants to live in the place they call home, with the people and things they love, in communities where people look out for each other, doing things that matter to them. Coun Linda Thomas, Bolton’s executive member adult social care, said: “We’re delighted with the positive rating which has been achieved under extremely difficult circumstances.
