East coast digs out from major winter storm

Missouri State troopers shot and injured a man Monday night outside a Missouri State Highway Patrol building southeast of Kansas City. Authorities said that the man was seen at around 9:40 p.m.

As heavy precipitation continues to impact much of the western United States, the Great Plains and America's South will be subjected to even more winter storm conditions this week. Heavy snow is forecast for the Northern and Central Plains beginning Tuesday night, according to the National Weather Service (NWS).
