The police officer who led the initial response to the Manchester Arena bombing described the first hour as 'absolute chaos'.

Based at a control room in south London, Insp Ben Dawson was the force incident manager for British Transport Police (BTP) when suicide bomber detonated a huge improvised device in his backpack in the foyer of the arena in May 2017, killing 22 and injuring hundreds more.
