While, the Russian version is Kier (pronounced as "kee-yev"), which is a transliteration of Киев. "Kiev" became the standardised spelling when the city was under the rule of the Soviet Union, and continued to be used after the union dissolved in 1991.The term Kyiv was legally approved by the Ukrainian government after independence in 1991, but Western countries continued to use the capital's pronunciation linked with the USSR.The recent Russian aggression on the country has seen more and more Western institutions refer to the city as Kyiv, including the BBC.
