Council officers are recommending that the former Kirkhill Nursery School, Broxburn and the former Craigmair Care Home, Craigshill, Livingston are declared surplus to requirements.
Kirkhill nursery is no longer required, with modern, new nursery facilities having recently been constructed at Kirkhill Primary School.
Due to its location and age, officers are recommending that the former Kirkhill nursery be demolished as there is no opportunity for commercial use or development.
Craigmair recently become vacant, with the services previously provided from the building now delivered from other locations locally.
A council spokesperson said: "The council report confirms that discussions have taken place with the NHS to explore opportunities for the NHS to lease the building and to utilise it for NHS purposes. These discussions will continue.
"Rather than keep unused buildings, West Lothian Council uses the proceeds from the sale or lease of unused properties to help to fund future investment in infrastructure projects, such as schools, parks, roads and care services for vulnerable people.
"The sale or lease of unused assets is therefore an important funding stream that allows us to continue to invest in other services. Without that funding, less money would be available to improve local services in future."
A decision will be made at Council Executive later this week.

Hundreds of people a day rely on the West Lothian Food Network for meals, operators have said. In the first three months of the last financial year almost 4,000 used the support service. That quarterly figure is more than more than the numbers relying on help pre-pandemic, which prompted the launch of the Network. Now, as it prepares to establish itself as an independent charity, it is facing ever growing demands from local people struggling with the cost of living crisis. In the last year it helped more than 73,000 people in the county with food support - more than 6000 a month and around 200 every day on average. The Network was set up only a month before the lockdown in 2020 to address a huge problem of food poverty in the county.
