The Premier League and EFL have been warned again that if they can't agree on a new deal for funding and cost controls, an independent regulator will impose one on them, directly impacting clubs like Manchester United and Manchester City.
The Premier League is hoping to present a new offer to the EFL at its next shareholders' meeting on March 11. Culture Secretary Lucy Frazer said the Government wants football to come up with its own solution. But she warned that the new regulator will have 'backstop' powers to step in if no deal is reached.
"They can come to a deal that works for them and that is the right solution - if they don't, the regulator will. It's in their interests to do this," Frazer said at the Financial Times Business of Football Summit. "What's in the deal is not a matter for Government, I trust both leagues have good negotiators. I have met all the clubs and said it's in their interests to get a deal."

Several EFL club sources described a meeting with Frazer earlier in February to PA as a "car crash" and felt they were being pressured to accept the Premier League's offer. They also didn't think the regulator would review the deal, if it is signed, to make sure it helps make English professional football sustainable.
