A luxury 28-storey student block in Manchester city centre will be refused planning permission after being described as ‘over obtrusive’ by planning bosses.

The scale and ‘poor’ quality of the tower proposed in Deansgate would have a ‘detrimental’ impact on its surroundings and nearby heritage buildings, according to Manchester council.
