NEW YORK -- New York City has agreed to pay $7 million to a man who spent 23 years behind bars for a murder he didn't commit, Comptroller Brad Lander said Monday.Grant Williams was exonerated last July in the 1996 shooting of Shdell Lewis outside a Staten Island public housing complex.Williams, 51, had been paroled in 2019. After being cleared last year, he filed a notice of claim, a first step toward suing the city.
The comptroller's office has the authority to settle such claims without court action and occasionally does so, including in the 2014 police chokehold death of Eric Garner.Williams' lawyer, Irving Cohen, said the city “did the right thing” by settling quickly.“This will assist him in going forward and trying to get back on his feet,” and finally putting the ordeal behind him, Cohen said.He said the state recently settled a separate claim from Williams for $5 million. A message inquiring about the matter was left for state officials.Lander, a Democrat, said he was pleased that the city was “able to move quickly to a fair and early resolution of this claim.”The case against Williams had rested largely on the testimony of a couple of eyewitnesses.
One was a police officer who chased the gunman — and initially gave a description that didn't match Williams.Prosecutors at his trial also sought to suggest a connection between Williams and a baseball cap that the shooter dropped at the scene, though the hat was never tested for DNA that could have pointed to its wearer. It was emblazoned with the logo of Wu-Tang Clan.

The Port Authority Police Department (PAPD) has agreed to stop sending plainclothes officers to the Port Authority Bus Terminal men’s restrooms in order to arrest gay, bisexual, and gender nonconforming people and falsely accuse them of public lewdness and exposure. The PAPD has also agreed to pay a total of $40,000 in damages to the two men who were part of a federal lawsuit over their arrests. As part of the agreement before a federal court, PAPD said they will also include LGBTQI sensitivity training for all new recruits. “This settlement represents an important victory for our clients, Cornell Holden and Miguel Mejia, who bravely fought to end the Port Authority Police Department’s discriminatory and, frankly, downright creepy practice of surveilling men the officers believed to be gay while using public urinals and falsely arresting them for public lewdness,” Molly Griffard, Staff Attorney at The Legal Aid Society, said in a statement. could close down due to a shortage of lifeguards this summer, New York City is entering the same uncharted waters for the warm-weather season.“Like the entire country, it’s been a challenge recruiting enough qualified people who can pass the NYC Lifeguard requirements, and pandemic impacts on recruitment continue,” NYC Parks spokesperson Crystal Howard told The Post, adding “at this time we plan to have all pools open.”However, an insider familiar with the situation confirmed to The Post that NYC, like in most recent years, is seeing fewer and fewer lifeguards looking out for the swimming public up in their towers. The city will also have a more clear tally for its amount of lifeguards by the Fourth of July weekend when training is complete, the source added. At that time, NYC waters will be staffed accordingly off that lower-than-prior number.Going off a daily headcount basis this summer, the department will also need to adopt flexibility when it comes to opening sections of beaches and pools.
