Manchester council has been fined more than £3,000 for failing to provide education for a child with special educational needs before lockdown began.
As a result of a Local Government and Social Care Ombudsman (LGSCO) investigation, all children in the city who were out of education before the first national Covid Lockdown will now have their cases reviewed.
