City are also open to the right offer for 20-year-old Harwood-Bellis following enquiries from a number of Premier League clubs. The England Under-21 star came through the academy and made his first-team debut in September 2019, and had a bright start on loan at Anderlecht this season but switched to Stoke for the second half of the campaign.
Tommy Doyle, a teammate of Harwood-Bellis with City and England, is likely to stay in the Championship next season on loan. The tenacious midfielder has revitalised his campaign at Cardiff, although would be looking for a team likely to challenge for promotion.
