The city of Houston’s fire department chief is sharing his early thoughts and reactions to the Astroworld Festival tragedy that has devastated the city and concert-goers everywhere this week.

A safety operations plan for the Astroworld music festival laid out protocols for emergency situations, but there was no plan in place for a crowd surge like the one that actually took place and resulted in the deaths and injuries. Investigators with the Houston Police Department are currently looking into the crowd behavior that caused a massive push toward the stage resulting in people getting crushed and losing consciousness.
