France’s Culture Minister Talks About Streamers, #MeToo, Soft Quotas, $378 Million Investment in Film, TV

Elsa Keslassy International Correspondent France’s culture minister Rima Abdul-Malak gave her first interview with the international press at the Cannes Film Festival where she unveiled a plan to invest €350 million ($378 million) in the film and TV industry. Abdul-Malak also addressed some hot topics that are currently being debated within the industry, such as the windowing rules for streamers, the protests over the pension reform, the rise of the far right and criticism of France’s #MeToo movement. The government-investment initiative, called the Grande Fabrique de l’Image, is meant to bolster France’s position as a leader in film, TV and video games production, studio facilities, post-production, as well as film and TV training. The funding will go to 68 projects that were selected from 175 applicants by two committees, one of which is headed by filmmaker Cedric Jimenez (“November,” “The Stronghold”). Among the selected projects are 11 studio facilities, 12 animation studios, six video games studios, five visual effects and post production houses, and 34 training programs.

Canal+ Signs Deals with Universal, Sony For New Film Releases (EXCLUSIVE)

Elsa Keslassy International Correspondent Canal+, France’s leading pay TV group, has signed distribution deals with Universal and Sony to ramp up its programming of U.S. movies. Under the pact, Canal+ now has access to the studios’ new films six months after their releases. Sony’s “Spiderman : No Way Home” is currently being broadcast on Canal+’s linear pay TV channels, along with its transactional VOD platform, My Canal. The news was half-revealed by Maxime Saada, Canal+ Group’s chair and CEO, during the company’s upbeat press conference on Sept. 14, which was held at their posh headquarters in Paris. Saada, who recently joined the management board of Vivendi, Canal Plus Group’s parent company, said the outfit already boasts partnerships with Fox, Disney and Warner, as well as Paramount.

The film follows a woman’s journey to recovery after surviving a mass shooting.

Understandably, the terrorist attacks in Paris on the night of November 13, 2015 have been treated with great sensitivity by the French film industry, and the only other film in the Cannes Film Festival’s lineup this year to touch on those events — Alice Winocour’s Paris Revoir — is a lightly fictionalized drama set in the aftermath of the night 130 people were killed, most of them at a rock concert at the city’s Bataclan nightclub. Though many names have been changed, for obvious security reasons, Cedric Jimenez’s Novembre is, by contrast, a heavy-artillery just-the-facts-ma’am police procedural detailing the manhunt that followed in the next five days.

Among the nominees, and in attendance, are “Annette” star Adam Driver and Cate Blanchett, who will receive the Honorary Cesar Award.The in-person ceremony is being hosted at the Olympia theater in Paris under tight COVID restrictions, as all guests have to wear a mask, be vaccinated and present a test dating from less than 24 hours.Driver is up for best actor for his performance as a tormented comedian opposite Marion Cotillard in Leos Carax’s drama musical “Annette.” Only two other American actors have been previously nominated at the Cesar Awards — Kristen Stewart for Olivier Assayas’ “Clouds of Sils Maria” and Adrien Brody for Roman Polanski’s Oscar-winning “The Pianist.” Both actors won, in 2015 and 2003, respectively.
