The Lib Dems could boycott a second referendum on independence if the Scottish Government fails to secure approval for the vote from Westminster.
Alex Cole-Hamilton, the party's leader in Scotland, told the Record a final decision would not be taken until members had been consulted on the issue.
But the Edinburgh Western MSP predicted there was "no chance" a legally-binding referendum could be agreed by both Holyrood and Westminster by the end of next year.
Nicola Sturgeon suggested last week her government would press on with an IndyRef2 in 2023 even if Boris Johnson remained firmly opposed to one.
That has led to speculation that SNP ministers could hold a consultative ballot instead of a legally-binding vote like the poll held in 2014.
Cole-Hamitlon said such a move would be a "criminal use of political time and oxygen" during the cost of living crisis.
The Scottish Conservatives have already signalled they would boycott a so-called "wildcat" referendum.
The Lib Dem leader said: "I think there is no chance that a legally-binding referendum with a section 30 order will take place in October next year.
"I don't think they have left themselves enough parliamentary time to have a bill go through parliament and withstand likely legal challenges.
"Secondly, there is no section 30 order coming - it is one of the few things I actually agree with the UK Government on.
"People want their politicians to focus on what matters right now, which is the cost of living crisis, problematic hospital waiting times, and educational attainment.
"These are the priorities of my party and they are the priorities of the public.
"Nicola Sturgeon must be wired to the moon if she if thinks this is foremost on the mind of someone waiting for cancer care right
