For England, Phillips is Gareth Southgate's go-to man in that role. During Euro 2020, the Yorkshire-born midfielder was often involved in those transition moments, like when he set up the Three Lions' opening goal of the tournament — laying the ball for Raheem Sterling to slam home against Croatia.
Rice is one of the finest defensive midfielders in the Premier League, but he needs someone in front of him to link the play and ease the pressure. It's why — much to England fans' distain at times — he and Phillips are certain starters for Southgate.
