Thou doth protest too much: Across France, civil unrest has been breaking out all week as anger over heavy-handed pension reforms bubbles over. Delegates walking the quiet, chilly streets of Lille for Series Mania this week were caught up in the chaos (Deadline’s International TV Co-Editors included), as protestors attempted to storm the purple carpet and rioters burned refuse piles in the backstreets. Attendees took it all in good spirits and broadly chose to focus on the screen content, not the fresh graffiti adorning windows and flaming trashcans warming the roads. President Emmanuel Macron’s controversial pension reforms are also upsetting France’s film and TV stars. More than 300 leading figures, including Juliette Binoche and Camille Cottin, are backing a petition against the plan to raise retirement age from 62 to 64.
Joy to the world: However, the unsettling backdrop didn’t stop the annual Series Mania confab from once again delivering a week of high-end debate, producer meetings and parties. A highlight pour moi was sitting down with Westworld co-creator Lisa Joy for an onstage interview about her life and career. She sagely noted Westworld had seemingly gone from “sci-fi to documentary film” as the real world turned progressively darker and the show’s themes became more contemporary, and hinted at what a fifth season might have looked like (HBO pulled the plug on the show last year). Elsa Keslassy International Correspondent Juliette Binoche, Laure Calamy (“Call My Agent!”), Camille Cottin (“Stillwater”) and Michel Hazanavicius (“The Artist”) are among the 300 stars who signed an open letter addressed to France President Emmanuel Macron to demand the withdrawal of the retirement bill. The letter was published in French newspaper Liberation ahead of massive and fiery protests that rallied more than a million people across the country on Thursday, according to local press. Despite the ongoing strikes, the government passed the unpopular bill last week to increase the retirement age from 62 to 64, and was allowed to bypass a vote by using a constitutional clause called 49.3. “You chose to push through a pension reform that is unfair, inefficient and one that impacts more severely the most vulnerable people and women,” said the letter, which added that the “reform has been rejected by the immense majority of the population.”

There are several operating rules that serve as cornerstones for the new operating licence. The Ofcom regulations recognize that while the licence fee paid by the public provides a steady income for the BBC, inflation means that program hours could be cut. The new operating licence requires that the BBC adheres to more than 70 quotas across its broadcast TV and radio services. The quotas safeguard the delivery of news and current affairs content on the BBC’s main broadcast TV and radio services, the distinctiveness of the BBC’s radio services via quotas on music and sports and the provision of original and new U.K. content. The quotas also ensure that the BBC commissions a minimum amount of content outside London and in Wales, Scotland and Northern Ireland.

The popular European drama festival is held annually in Lille in northern France, and has this year drawn its largest number of delegates to date. But the event’s usually tranquil city setting has taken an unexpected turn amid national turmoil in France due to President Emmanuel Macron’s controversial pension reform. Macron’s government is raising the minimum retirement age in France from 62 to 64 years, and prolonging the years of contributions required for a full pension. The reforms were passed last week without a parliamentary vote, prompting widespread protests around the country that have only built upon months of hostilities and strikes by groups such as rail and waste disposal workers.
