Picking up where Season 1 left off, the second season of “Carnival Row” finds former inspector Rycroft Philostrate investigating a series of murders in the titular town where humans and creatures coexist, while Vignette Stonemoss and the Black Raven plot payback for the oppression experienced by the creatures.
